The rapid spread of the coronavirus across Europe, and the uncoordinated response to this pandemic, have revealed significant policy failures. Our political systems have proven unable to effectively cope with the systemic risks exposed by the current health crisis. How can policy makers and civil society improve their response to such crises? What are the current debates at the European level?
